نامه اسماعيل آزادي به رئيس جمهور ايالات متحده آمريکا

به نام آنکه جان را فکرت آموخت
جناب آقاي جورج بوش!
رئيس جمهوري محترم کشور بزرگ آمريکا
از روزي که حضرتعالي در سخنراني خود در کنگره آمريکا، جمهوري اسلامي را به همراه عراق و کره شمالي در زمره محورهاي شيطاني قرار داديد، فرآيندي از بيم و اميد و نگراني جامعه ايران را در برگرفت از اين رو به عنوان يک روزنامه نگار و يک شهروند ايراني برخود لازم مي دانم نکاتي را در اين زمينه با آن جناب در ميان بگذارم.
همانطور که مي دانيد، ايران يک کشور باستاني و بنيان گذار نخستين امپراطوري معظم جهان و خالق نخستين منشور حقوق بشر است و امروز از معدود کشورهاي جهان است که مرزهاي سياسي آن به مراتب کوچکتر از مرزهاي فرهنگي آن است، از سوي ديگر در عصر جديد، ما ايرانيان از زمان جنبش مشروطيت در طول بيش از يکصد سال با دغدغه آزادي و مردمسالاري به تحولات ايران و جهان مي نگريم و شاهد جنبش هاي متعددي در اين راستا در کشورمان بوده ايم.

آقاي رئيس جمهوري!
اگر در راستاي سياست هاي دولت شما سخن از بيم به ميان مي آورم، اين بيم از آنجاست که اکثريت ملت کهن ما به زيرکي فرآيند نظم نوين جهاني را درک کرده و نمي خواهد در عين دوستي با ملت آمريکا و فارغ از آداب و ادبيات ديپلماسي، با دولت ايالات متحده وارد کارزاري شود که هيچ ارزش انساني و ملي براي ما در بر ندارد. اما در همين فرآيند، اميد از آنجاست که اصلاح طلبان و طرفداران دموکراسي در ايران با تکيه بر جوهره آزاديخواهي در ملت ما و فشار خارجي بتوانند حاکميت جمهوري اسلامي را به اين باور رهنمون سازند که به مطالبات دمکراتيک ملت ايران تن دهد. درواقع ايرانيان وطن دوست، در چنين شرايطي بر آنند که با ملت و دولت آمريکا، نه در قالب يک جنگ نابرابر بلکه بر بستر يک احترام و مفاهمه متقابل و يک ديپلماسي متکي بر عقلانيت سياسي و حقوق بين الملل مواجهه داشته باشند که نظر سنجي هاي انجام شده، اين معاني را به خوبي نشان مي دهد. زيرا ما ايرانيان، ملتي هستيم که تجربه هاي تلخ و شيرين تاريخي را در پس زمينه هويت کهن خويش به عنوان حافظه تاريخي، در منظر تصميم گيري هاي خود قرار داده ايم. ايکاش جمهوري اسلامي فارغ از تهديد خارجي و قبل از اين ها بر اين روال عمل مي کرد.

عاليجناب!
... و اما منشا نگراني ما وجود شائبه هايي در افکار عمومي ايران است مبني بر اين که برخي جريان هاي اپوزسيون جمهوري اسلامي در آمريکا، با حمايت دولت شما در حال آلترناتيو سازي و تبليغات در اين زمينه هستند که عملکرد سطحي نگرانه ي اين جريان ها در جهت کاهش سطح مطالبات جنبش اجتماعي مردم ايران است. درواقع اين فرآيند در شرايطي اتفاق مي افتد که اين جنبش براي پيشبرد روند دمکراتيزاسيون و اصلاح گام به گام ساختارهاي داخلي تلاش مي کند. لذا تا اين شائبه ها از ميان نرود، بدين معناست که دولت آمريکا فارغ از اراده ي ميليون ها اصلاح طلب و آزاديخواه ايراني، برخوردي غيرواقعبينانه با ملت ايران دارد. آن هم به گونه اي که گويي، ايران هنوز در قرون 19 و 20 به سر مي برد!

جناب آقاي بوش!
با صراحت بگويم، حمايت دولت شما از جريان هايي که سقف مطالبات ملت ايران را به مفاهيمي مغاير فرهنگ و تمدن ايراني از طريق شبکه هاي متعدد تلويزيوني کاهش داده اند، توهين به شعور و خرد ايراني تلقي مي شود و از سوي ديگر جريان ها و عناصر نظام استبدادي گذشته که زمينه ساز انقلاب در ايران بودند و امروز مدعي رهبري اپوزسيون ايران شده اند براي ايرانيان صاحب فرهنگ و تمدن در جهان مدرن امروز دردناک است. درواقع حمايت شما از اين جريان ها، به مفهوم حمايت از غيرواقعبينانه ترين و کوچکترين اپوزسيون جمهوري اسلامي در خارج از ايران تلقي مي شود. اين در حالي است که صداي خيل انبوه هموطنان ايراني ساکن آمريکا که بالاترين جمعيت مهاجر فرهيخته ايراني را شامل مي شود به جايي نمي رسد. چرا که لابي هاي جريان ها و عناصر مذکور در کنگره و دولت شما اجازه بروز به فرهيختگان طرفدار يک نظام دمکراتيک برخاسته از مناسبات، فرهنگ و تمدن ايراني را نمي دهد و اين جنجال ها و هياهوها در بي صدايي فرهيختگان ايراني ساکن آمريکا رخ مي دهد. که اين معنا، ظلم به جوهر فرهيختگي است و اين نگراني وجود دارد که دولت آمريکا بار ديگر در مورد ملت ايران دچار اشتباه شود. زيرا همانطور که مي دانيد کودتاي آمريکايي 28 مرداد 1332 (1953) يک خاطره نامطلوب را در خاطره سياسي ما ايرانيان بر جاي گذاشته است لذا مطمئن باشيد که در صورت ادامه اين روند، تاريخ و ملت ايران از شما خواهد پرسيد آيا اين فرآيند ادامه همان تفکر کودتاي 28 مرداد نيست؟ در شرايطي که دولت قبلي آمريکا به خاطر اين کودتا از ملت ايران عذر خواهي کرده است.

جناب پرزيدنت!
اگر روزي ما ايرنيان تصميم به آلترناتيوسازي بگيريم، هيچ گاه دست کمک به سوي هيچ نيروي خارجي دراز نمي کنيم و از سوي ديگر اين تحقير را نيز تحمل نخواهيم کرد که حکومت شما با حمايت از جرياني که استبداد و نقض فاحش حقوق بشر آن، هنوز از خاطره ها نرفته است، بار ديگر آزموده اي را بيازمايد. چرا که ملت ايران با چشم انداز يک فرآيند دمکراتيک، دست به انقلاب عليه حکومت مطلقه و استبدادي گذشته زد، (هر چند از بد روزگار دچار حکومت مطلقه ي ديگري شد.) به هر حال آزاديخواهان و اصلاح طلبان ايراني يک رفرم اساسي را به هر نوع آلترناتيو از جنس جريان هاي اين چنيني ترجيح مي دهد و احساس مي کند ملت ايران هنوز به شرايطي نرسيده است که نتواند آينده خود را رقم بزند. هرچند حمايت دولت شما از فرآيند تبليغاتي اين جريان ها، جنبش اجتماعي مردم ايران را از مسير اصلي خود منحرف کرده که بخشي از اين به بن بست رسيدن جنبش اصلاحي در ايران، نتيجه اين انحراف بوده است. به هر حال حمايت شما از هر يک از جريان هاي فاقد پايگاه اجتماعي و فکري نه تنها در شان ملت بزرگ و آزادمنش آمريکا نيست بلکه با ادعاهاي دولت شما مبني بر حمايت از يک فرآيند دمکراتيک در جهان همخواني ندارد و حتي مي تواند تبليغات شما در مورد سرنگوني صدام به منظور ايجاد يک حکومت دمکراتيک در عراق را نيز با خدشه هاي اساسي مواجه سازد. همانطور که نگاه گزينشي و دوگانه شما به مقوله تکنولوژي هسته اي در مورد ايران و اسرائيل از نظر مردم ايران زمين به هيچ وجه قابل توجيه نيست.

آقاي رئيس جمهوري!
ملت ايران با ترديد به برخي اقدامات شما نگاه مي کند هر چند به خوبي نيز مي داند، سه جنگي که آمريکا در يک دهه گذشته در کنار مرزهاي ايران انجام داده تا کنون همسوي منافع ملي ايران بوده است، لذا در سطوحي از جامعه ايران نگاه مثبتي نسبت به آمريکا ايجاد شده است که البته اين نگاه برخاسته از قدرت باروت شما نيست بلکه اول، برخاسته از منافع مشترک دو ملت و دوم برخاسته از مانيفست حقوق بشر و تکيه ملت و دولت شما بر تقويت نظام هاي دمکراتيک در جهان است. (البته اگر اين فرآيند از سوي دولت شما در حد تبليغات نباشد) هر چند حمايت شما از بازماندگان رژيم استبدادي گذشته، اين مانيفست انساني ملت امريکا را با سوالات اساسي مواجه کرده است. اين نکته نيز گفتني است که حمايت شما از سطوح فاقد اصالت، هويت ملي و انديشه سياسي، به عنوان اپوزسيون ايراني به مفهوم "مبارزه با آمريکا" در جمهوري اسلامي دوباره موضوعيت خواهد داد و استمرار اين فرآيند مي تواند مانع برقراري روابط حسنه ميان ايران و آمريکا که خواست اکثريت ايرانيان است شود و از سوي ديگر اصلاح طلبان و آزاديخواهان ايراني را که طي سالهاي طولاني براي برقراري دموکراسي در کشور متحمل هزينه هاي فراواني شده اند، در يک انزواي سياسي و تبليغاتي قرار داده و قرباني خواهد کرد.

عاليجناب!
البته اين پايان نگراني ما نيست لذا مي خواهم فرآيند ديگري را نيز اضافه کنم مبني بر اين که ملت ايران پس از عمليات تروريستي 11 سپتامبر، به رغم وجود فشارهاي فراوان سياسي، با خانواده هاي قربانيان و ملت بزرگ آمريکا همدردي کرد. بنابراين طبيعي است که مردم ايران در اين برهه حساس تاريخي، به هيچ عنوان انتظار ندارند "وجه المصالحه" نزديکي دولت آمريکا با بخشي از حاکميت نظام جمهوري اسلامي قرار گيرند، بنابراين هر گونه قرارداد، معاهده و رابطه اي که بدون در نظرگرفتن بخش هاي انتخابي و برخلاف منافع ملي به انجام برسد، فاقد هر گونه پشتوانه مردمي است و از سوي ديگر زحمات اصلاح طلبان و آزايخواهان ايراني را ضايع کرده و توسعه و ترقي جامعه ايران را با تاخيري دوباره مواجه خواهد کرد. (هر چند اين نزديکي احتمالي به دلايل بسيار، هيچگاه پايدار و اصولي نخواهد بود.) چرا که ما ايرانيان طي ربع قرن اخير حداقل بيش از 150 ميليون برگه راي در جهت دستيابي به يک فرآيند دمکراتيک، همراه با آزادي و حقوق بشر به صندوق ها انداخته ايم هر چند اراده يک گروه اقليت تاکنون مانع تحقق يک جمهوري واقعي در ايران شده است.

Your Excellency, the President of the United States of
America,
As of the day you delivered your State of the Union address in Congress,
when you lumped the Islamic Republic of Iran along with North Korea and Iraq
in the "Axis of Evil," fear, hope, and anxiety have engulfed the Iranian
society. Thus I consider it my duty, both as an Iranian citizen and as a
journalist, to bring to your attention certain issues in this regard.
Iran is an ancient country, the founder of the first grand empire and the
creator of the first Human Rights Charter. Today, it is one of the few
countries in the world whose cultural borders are far wider than its
political borders. In our recent history, ever since our Constitutional
Revolution, for over one hundred years we Iranians have been observing
changes in our country with an eye to freedom and democracy, and we have
been witness to various movements in this direction.
Mr. President,
If, with regard to the policies of your administration, I raise the subject
of fear, it is because the majority of our nation has understood the concept
of the New World Order with ingenuity while it is unwilling to enter into
conflict with the government of the United States, for this would have
neither a humanitarian value nor would it be in our national interest.
However, it is hoped that by relying on the Iranian fervor for freedom as
well as foreign pressure, the reformists and defenders of democracy would be
able to guide the rulers of the Islamic Republic to yield to the just
demands of the Iranian people for democracy. In such circumstances,
patriotic Iranians are determined to face the American people and
government, not in an unequal war, but rather with respect, mutual
understanding, and a diplomacy based on reason and international law.
Opinion polls that have been conducted are testimony to this fact. For we
Iranians are a people who hold the bitter and sweet historical experiences
of our ancient identity in our collective memory and use such memory to
decide our future.
Your Excellency,
A major source of concern for us is the existence of speculations among
Iranians that, with the support of your administration, some movements
opposed to the Islamic Republic of Iran in the United States are in the
process of creating an alternative government for Iran. However, any action
in this regard would be an affront to the social and political movement
currently taking place in Iran. This movement is making great efforts for
establishing democracy in Iran by utilizing step-by-step reform in the
internal structure of our society. Therefore, so long as these suspicions
are not removed it would be tantamount to neglecting the will of millions of
Iranian reformists and seekers of freedom, as if Iran were still in the 19th
or 20th centuries.
Your Excellency,
Allow me to state it clearly, your government's support of opposition
movements, through various Iranian television networks in the United States,
have lowered the threshold of the demands of the Iranian people to a level
that it is in contradiction with the Iranian culture and civilization, and
it is viewed here as an insult to the intelligence of Iranians.
The elements of the former dictatorial regime, which were the cause of the
Iranian revolution, but today claim to spearhead the Iranian opposition
movement in the United States, are painful for modern Iranians of culture
and civilization. Your support of such movements is interpreted in Iran as
support for the most unrealistic and insignificant opposition to the Islamic
Republic of Iran while the voice of the majority of Iranians in the United
States is not heard. For the powerful lobbies and above-mentioned elements
in the U.S. Congress and the White House do not allow for the manifestation
of Iranian intellectuals who support a democratic system which arises from
within the Iranian culture and civilization. All the uproar occurs amidst
the silence of educated Iranians in the United States - and this is an
affront to the educated. There exists a genuine concern that the government
of the United States will once again commit a grave error with respect to
the Iranian nation. For the coup d'état of August 19, 1953, has left an
unpleasant stain in the Iranian people's historical memory. Thus you can be
certain that in the event this trend continues, the Iranian people will ask,
"Is this process the extension of the kind of thinking that led to the 1953
coup?" - which the last U.S. administration admitted was a mistake.
Mr. President,
If one day we Iranians decide to have an alternative government we would not
extend a hand toward any foreign power. At the same time, we will not
tolerate being disparaged by your government's support of opposition
elements whose despotism and blatant breach of human rights still linger in
our memories, and we do not wish to witness another experiment in Iran of
what has already been experimented. For it was with an eye to democracy that
the Iranian people rebelled against the former despotic regime (although,
ironically, they are now plagued with yet another despotic regime). Iranian
reformists prefer a fundamental reform to any alternative government imposed
on them from abroad, and they believe that the Iranian nation has not
reached a point at which it would be incapable of determining its own fate.
However, your government's support of the propaganda course of such slapdash
opposition movements has caused the social movement within Iran to deviate
from its true path, which is partly accountable for the present impasse in
the Iranian reform movement. Your support of any movement which lacks a
social and philosophical base would not only be unworthy of the great
freedom-loving American nation, but it would also not be in harmony with
your government's claims of supporting democratic movements throughout the
world (if that claim is truly sincere). It can even cast serious doubts as
to your reasons for toppling Saddam Hussein's regime in order to replace it
with a democratic government.
Mr. President,
The Iranian people look upon some of your actions with suspicion, although
we are fully aware that the three wars which the United States has waged in
the past decade near its borders have thus far been in harmony with Iran's
interests. This has created a positive attitude among certain levels of the
Iranian society toward the United States. This attitude, however, is not a
result of the power of your ammunition, rather it arises first from the
common interests of the two nations, and, secondly, from your nation and
government's support for strengthening democratic systems throughout the
world. However, your support of the remnants of the previous dictatorial
regime in Iran has called into serious question the humanitarian goals of
the United States. Please be aware that your support of Iranian opposition
elements that are lacking in genuineness, national identity and political
philosophy will revive within the Islamic Republic the clichéd "struggle
against the Great Satan." This trend can do nothing but prevent the
establishment of positive relations between Iran and the United States -
which is what most Iranians desire. On the contrary, it would isolate and
victimize Iranian reformists who have borne a great burden for many years in
order to establish democracy in Iran.
Your Excellency,
This is not the last of our worries; I wish to add yet another point. After
the terrorist attacks of September 11, despite tremendous political
pressures, the Iranian people empathized and sympathized with the families
of the victims and the great American people. Therefore, at this sensitive
historical juncture, it is only natural for the Iranian people not to expect
to become a scapegoat in any closeness between the U.S. government and the
unelected leaders of the Islamic Republic. Thus, if any treaty is signed, or
negotiations take place, without the participation of the elected members of
the Iranian government - agreements which neglect our national interests -
it would be lacking in popular support while at the same time it would
squander the many years of hard work of Iranian reformists and
freedom-seekers. It would once again set back the development and progress
of the Iranian society. For in the past quarter century, Iranians have cast
at least 150 million ballots for achieving democracy, freedom, and human
rights - albeit the will of a minority has thus far prevented the attainment
of a genuine republic in Iran.
