ISLAMABAD, Pakistan — The founder of Pakistan's nuclear weapons program, Abdul Qadeer Khan, has been barred from leaving Islamabad after Pakistani investigators concluded that Khan and Mohammed Farooq, a high-ranking manager at the country's premier nuclear-weapons laboratory, provided unauthorized technical assistance to Iran's nuclear-weapons program in the late 1980s and early 1990s.
Farooq has been in government custody since his arrest Nov. 22.
